The South West European Partnerhsip is a small team of three permanent staff based in Brussels plus one temporary members of staff acting as Assistant Partnership Officer. In addition to the Brussels team we have a Director based in the South West - details on the role of this officer are given at the bottom of this page.

With overall responsbility for the running of the South West European Partnership David is based in Devon and also spends an extensive amount of his time in Brussels engaging with EU institutions.
2008 -2011: Chief Executive of Energy Action Devon where David led on consortium based contract delivery; commercial and trading development; project management; the launch of succesful brands and was advisor to projects funded under European Programmes.
2006-2008: Head of Scrutiny and Sustainability, South West Regional Secretariat. Responsbility for the scrutiny of the South West Regional Development Agency and in the latter part of his role the South West Climate Change Action Plan.
2004-2006: Senior Policy Advisor at Government Office South West with responsbility for the Regional Rural Delivery Framework and the development of the Rural Development Programme for England (RDPE) under the 2007-2013 ERDF programme.
2002-2004: Countryside and Gypsy Services Group Manager, Somerset County Council. Responsbility for several teams concerned with the management of protected landscapes, rural ecnomic development and projects funded under INTEREG.
1995-2002: Coastal Coordinator, Plymouth City Council. A public private sector partnership funded role in which David secured funding for an delivered projects under LIFE, Objective 5b, INTEREG and the KONVER II ERDF funded Gateway to the Coast programme.

Owner/Director of Vlasska Limited Phil supports us in strategic and practical advice to organisations looking to succeed in engaging with EU institutions and programmes.
October 2006 – November 2011: Director of European Policy and Programmes in the South West of England Regional Development Agency. Leading work on the development and delivery of European Structural Fund Programmes for 2007-2013 and on future European policy post 2013.
July – November 2011: On loan to Department for Communities and Local Government. Leading the successful transition of European Programmes from the RDA to DCLG.
April 2005 – September 2006: Government Office for the South West, Assistant Director with responsibility for European Structural Fund Programmes for 2007-2013 and Deputy Director for Sustainability and Rural Affairs.
August 2003 – March 2005: Czech Republic Resident Twinning Adviser to the Czech government on its preparations for European Union membership – with a focus on structural funds.
August 1999 – August 2003: Government Office for the South West, Head of European Social Fund. and Acting Director for Skills.
Before joining GOSW in 1999, he had 10 years’ management experience within the public sector, worked as a project manager for Market Testing of public sector services and in financial and performance management. He began working life in press and public relations.
