Cornwall in the Regions for Sustainable Change

Cornwall Council and Cornwall Development Company are active members of the partnership Regions for Sustainable Change (RSC). The project, launched in 2008 and co-funded by the EU programme INTERREG IVC, seeks to promote sustainability and a low-carbon economic development.

RSC counts with 12 partners from 8 EU countries and has been working on setting up criteria and indicators for low-carbon regions, analyses to indentify the structural changes needed in 3 partner regions to achieve low-carbon status or how to integrate low-carbon objective in regional planning. The first successful outcome of the partnership is the Regional Climate Confidence Index, a tool that evaluates regions on the basis of 7 issues: Greenhouse gas emissions, energy consumption, renewable energy, policy frameworks, institutional capacity, socio-political aspects and financial instruments.
